Steam shovels made it possible, for the first time, to move earth at an industrial scale, and locomotives carried it in to fill the bay. Bostonians chose to use this new capability to create a neighborhood where there had been mud. The project took thirty years and development another fifty. Today this wonder of �modern� 19th century industry is a historic Victorian neighborhood.
